Job Summary and Responsibilities

This role is responsible for the comprehensive planning, coordination, and execution of wireless telecommunications infrastructure projects. The position combines expertise in land use planning, project management, and outside plant (OSP) engineering to ensure that network deployments are strategically aligned, legally compliant, efficiently executed, and sensitive to community and environmental impacts.

 

ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned:

 

Site Selection, Land Use & Regulatory Planning

 

  • Identify and evaluate optimal sites for wireless infrastructure (e.g., towers, small cells, data hubs) based on coverage needs, zoning laws, and environmental considerations.
  • Manage the acquisition or leasing process by negotiating with property owners and coordinating with legal and real estate teams.
  • Navigate local, state, and federal zoning laws and land use policies to ensure full regulatory compliance.
  • Prepare and submit permit applications; represent projects at planning meetings and public hearings as needed.
  • Conduct environmental and community impact assessments, developing strategies to mitigate adverse effects.

 

Project Management & Execution

  • Define project scopes, establish budgets and timelines, allocate resources, and manage schedules to meet key milestones.
  • Proactively identify project risks and implement mitigation plans to avoid delays and cost overruns.
  • Maintain clear and regular communication with clients, local agencies, community stakeholders, and internal teams.
  • Oversee quality control processes, ensuring that work complies with safety standards, contract requirements, and technical specifications.
  • Adapt to project changes by managing scope, cost, and scheduling adjustments while maintaining detailed documentation.

 

 

Outside Plant (OSP) Design & Coordination

  • Perform site investigations on joint-use utility poles and street lights to determine the best placement for small cell and macro installations.
  • Design and plan OSP infrastructure layouts, prepare sketches, and coordinate with Architecture & Engineering teams for construction drawings.
  • Manage JPA (Joint Pole Authorization) and meter service applications to ensure compliance and streamline deployments.
  • Work with vendors and construction teams to address design and field challenges, ensuring projects are delivered on time and to spec.

Qualifications

Education:

  • Bachelor’s degree in Urban & Regional Planning, Telecommunications or Electrical Engineering, Environmental Science, or a related field is required OR equivlant education and experience will be considered.
  • Master’s degree or advanced certifications (AICP, PMP, CTPM) are a plus.

Experience:

  • 3+ years in telecommunications, land use planning, project management, or OSP engineering, preferably with experience managing end-to-end deployments.

Technical Skills:

  • Strong understanding of zoning laws, regulatory processes, and permit approvals.
  • Proficient in GIS, planning software, and design tools.
  • Knowledge of GO95, JPA processes, and fiber/copper network standards.

Project Management Skills:

  • Skilled in using MS Project, Asana, or similar tools to manage schedules and budgets.
  • Capable of leading cross-functional teams and managing multiple priorities.

Communication & Stakeholder Engagement:

  • Excellent verbal and written communication skills to liaise with landowners, regulatory bodies, clients, and internal teams.
  • Strong negotiation skills and ability to address community concerns through outreach.

  • Ability to conduct site walks, climb structures, and perform work in outdoor environments as needed.

Pay Range in the United States: $80K - $130K based upon geography, skills, and experience.  May also be eligible for performance incentive opportunity based on company and individual goals and performance.
